Single, double, single complex, and double complex LASET.

Description
-----------
Initializes diagonal and off-diagonal elements of a matrix.

LASET sets diagonal elements to :math:`\beta`. If UPLO is L,
lower triangular elements off the diagonal of A are set to :math:`\alpha`
and upper triangular elements are not accessed. If UPLO is U,
upper triangular elements off the diagonal of A are set to :math:`\alpha`
and lower triangular elements are not accessed. Otherwise, all off-diagonal
elements are set to :math:`\alpha`.
